The present invention provides a road axis-based illegal parking management system and an illegal parking management method thereof. A camera unit photographs a road in an industrial complex to provide a photographed image. An illegal parking management server generates information of a vehicle parked in a specific section on the road from the photographed image, analyzes the generated information of the vehicle and traffic information, collected from a traffic information collection device, to calculate the level of service (LOS) of a road section including the specific section, and differently outputs a parking warning message to illegally parked vehicles in the specific section based on the calculated LOS.;COPYRIGHT KIPO 2018
