The present invention relates to an apparatus for designing an optimal wireless backhaul, enabling a determination of an optimal construction location for a macro cell base station in a shadow region to reduce a capital investment cost and an operating cost of a mobile communication company, and an operating method thereof. According to the present invention, the operating method of the apparatus includes the steps of: searching a candidate area spaced by more than a predetermined distance from small cell base stations based on location information of the small cell base stations; selecting M candidate locations in the candidate area; processing probability of wireless communication connectivity between each of M candidate locations and each of N small cell base station clusters; among the M candidate locations, selecting candidate locations having greater probability of wireless communication connectivity than a preset reference wireless communication connectivity; and determining one candidate location among the selected candidate locations as a construction location for a macro cell base station, so that an optimal macro cell base station construction location in the area is determined and the macro cell base station is constructed at the determined location. According to the present invention, it may be possible to reduce the capital investment cost and operating cost of a mobile communication company, and to provide a ubiquitous mobile communication service in a shadow area in a sparsely populated area such as islands and mountains.
