The target rotational motion compensation method for forming a high-quality ISAR image of the present invention is performed by estimating a phase of a signal in a specific range bin and then performing interpolation based on the estimated phase. Specifically, a range bin in which one scattering source exists is selected. Then, estimating the phase function in the selected range bin by using the Fourier transform and the polynomial-phase transform enables estimation of an accurate phase function within a fast calculation time. Next, a new time variable for keeping the rate of change of the observation angle constant is calculated based on the estimated polynomial phase function, and then a radar signal for the newly calculated time variable is obtained by interpolation. This makes it possible to perform rotational motion compensation that enables a functioner to form a high-quality ISAR image in real time in an ISAR image formation scenario in which the rate of change of the viewing angle is not constant.
