The present invention relates to an electron accepting polymer in a form of a random terpolymer, and to a method producing the same and a polymer solar cell comprising the same. The present invention provides an electron accepting polymer including a terpolymer to enhance energy conversion efficiency, and specifically, energy efficiencies of all-PSCs have increased to be a state: P1 : 2.5% P2 : 2.73% P3 : 2.87% P4 : 3.21% P5 : 3.60%.
