Disclosed are a 3D model based polynomial texture mapping (PTM) generating system capable of interactive viewpoint control, and a PTM generating method using the same to generate PTM for interactively controlling a viewpoint of the 3D model generated through 3D scanning for a cultural heritage. The 3D model based PTM generating system capable of the interactive viewpoint control comprises: a 3D model obtaining unit; a photographing viewpoint setting unit; an information extracting unit; and a PTM information generating unit. The 3D model obtaining unit obtains the 3D model for a specific object. The photographing viewpoint setting unit sets a point of view of a virtual camera to photograph the 3D model in a vertical direction of the obtained 3D model. The information extracting unit sets virtual lamps based on the obtained 3D model and extracts texture information and depth information of the object from the obtained 3D model with the set virtual camera and the virtual lamps. The PTM information generating unit generates PTM information by combining the texture information and the depth information. Therefore, the present invention can obtain an orthographic projection image for the 3D model on computer graphic data to be applied to shape information of the 3D model obtained by scanning the object. In addition, the present invention clearly expresses a detailed shape of the 3D model and observes the detailed shape of the 3D model by controlling positons of the lamps with an interactive method.
