The present invention relates to a photogrammetric three-dimensional (3D) scanner capable of creating high-quality input data in 3D modeling using photogrammetry, and a photogrammetric photographing method for high-quality input data of the 3D modeling. According to the present invention, the 3D scanner comprises: lighting capable of adjusting brightness; a plurality of photographing units installed around an object to be scanned; a projector to project a predetermined pattern on the object to be scanned; and a control unit to control the lighting, the photographing units, and the projector. The control unit controls the photographing units and the projector in a first photographing mode in which the photographing units photograph the object to be scanned while the projector protects the pattern on the object to be scanned, and in a second photographing mode in which the projector is turned off and the photographing units photograph the object to be scanned.
