The present invention relates to a method for manufacturing a natural shampoo fermented liquid using an effective microorganism group and a method for manufacturing shampoo using the natural shampoo fermented liquid manufactured by the method. An effective microorganism (EM) fermented liquid is mixed with a mixture of Perilla ocymoides, perilla leaf and chicory to prevent hair loss due to aging of the scalp and promote hair growth, to prevent drying of the scalp to maximize the effect of scalp enhancement, to prevent hair loss and promote hair growth, and to have an excellent dandruff suppression effect and protect the hair to be shiny.
