The present invention provides a method to manufacture high performance fly ash for low-heat mixed cement, in which fly ash, which is a raw material of the low-heat mixed cement, is replaced with fly ash discharged from a circulating fluidized bed boiler to improve low hydration heat characteristic and durability while improving early strength development of the low-heat mixed cement so as to be effective while overcoming disadvantages of conventional low-heat mixed cement. According to one embodiment of the present invention, the method comprises: a crushing step of crushing fly ash, which is discharged from a thermal power plant of a circulating fluidized bed combustion type using coal as a raw material, at a predetermined particle size; a partial hydration step of supplying water to the fly ash that completed the crushing step to cause volume expansion; and a mixing step of mixing the fly ash that completed the partial hydration step with refined ash, wherein the fly ash is 5 to 25 wt% and the refined ash is 75 to 95 wt% of a total weight of the mixture.
