The present invention relates to a health data collecting device, a health evaluation method using the same, and a health evaluation system. According to one embodiment of the present invention, the health data collecting device comprises a stimulus providing device, a biometric signal measurement device, and a controller. The stimulus providing device provides a stimulus to change a user of a stabilized state into a perturbed state. The biometric signal measurement device measures a first biometric signal in the stabilized state and measures a second biometric signal in the perturbed state. The controller controls the stimulus providing device or the biometric signal measurement device depending on personal or personal identification (ID) information. The controller generates biological function data based on a variance of the first and second biometric signals. According to the present invention, the biometric signal is measured by using the continuously changed personal ID information and stimulus, thereby collecting data optimized to health state evaluation.
