According to the present invention, disclosed are an apparatus and method for building an emotional dictionary based on securities company reports and a stock price fluctuation prediction system using the same. According to an aspect of the present invention, in the apparatus for building an emotional dictionary used in the stock price fluctuation prediction system, the apparatus for building an emotional dictionary collects reports of each securities company and a stock price index, extracts a predicate from the collected reports of the securities company, removes a stop word to generate a word set of a predicate unit, and builds an emotional dictionary by calculating polarity values of emotional words in the generated word set of the predicate unit using a polarity value calculation formula.
