The present invention relates to a system for diagnosing a partial discharge and integrally managing a power-based facility. More specifically, the system comprises: a control unit mounted on a power-based facility and capable of data communications; a partial discharge sensing unit detecting a partial discharging signal generated in the power-based facility and transmitting a detecting signal to the control unit; a display unit mounted on the power-based facility, and if the detecting signal of the partial discharge sensing unit is an abnormal signal, receiving the abnormal signal from the control unit to generate an alarm; and a smart actuator reducing loads of the power-based facility when the abnormal signal is detected. The present invention instantaneously diagnoses defects of a facility through the detection of a partial discharging signal from power-based facilities such as electric vehicles, power-based energy vehicles, hydrogen energy vehicles, electric vehicle charging stations, electric energy storage systems (ESS), and, when defects occur in the facility, sends an alarm to a user, and at the same time, gradually reduces loads of the power-based facility, such that the system can prevent a partial discharge and accidents during operation of the facility.
