An embodiment of the present invention relates to a fuzzy expert system capable of designing an exercise program according to a user′s physical condition, preference, and available time, and an exercise program designing method using the same. The fuzzy expert system includes a data collection unit for receiving user data from a user, a data processing unit for generating fuzzy variables, an exercise program designing unit for extracting a list including a plurality of unit exercises suitable for the user and allocating the exercise to a timetable of the user based on the list, and a data output unit for transmitting the timetable of the user with a visual or auditory manner.
