The present invention relates to a method of manufacturing a low stimulation shampoo having hair loss preventing and scalp softening functions by using luffa cylindrica and a natural antibacterial agent. According to the present invention, the method includes: a luffa cylindrica juicing step (S100) (a) of juicing luffa cylindrica; a first mixture making step (S200) (b) of making a first mixture (M1) by mixing/stirring the luffa cylindrica juice and a viscosity inducing agent (V) at 80-85°C; a first mixture temperature dropping step (S300) (c) of leaving the first mixture (M1) until its temperature drops to 30-35°C; a luffa cylindrica sap collecting step (S400) (d) of collecting sap from the luffa cylindrica; and a second mixture making step (S500) (e) of making a second mixture (M2) by mixing/stirring the collected luffa cylindrica sap with a natural antibacterial agent (S) and a vegetable surfactant. As such, the present invention is capable of providing a shampoo maximizing the effect of luffa cylindrica without stimulation to the scalp and skin.
