The present disclosure relates to a communication technique for fusing a 5G communication system with an IoT technology to support a higher data rate than a 4G system, and a system thereof. The present disclosure can be used for intelligent services (for example, smart home, smart building, smart city, smart car or connected car, health care, digital education, retail, security and safety related services, etc.) based on 5G communication technology and IoT related technology. The present invention discloses a method of connecting a terminal to a network and a method of generating a PDU session for servicing home routed traffic when the terminal roams to a network supporting a network slice in a mobile communication system. A method for processing a control signal includes a step of receiving a first control signal from a base station; a step of processing the first control signal; and a step of transmitting a second control signal to the base station.
