The present invention relates to a dye-sensitized solar cell counter electrode manufacturing method, a solar cell counter electrode manufactured by the method and a dye-sensitized solar cell including the counter electrode. More specifically, the dye-sensitized solar cell includes the counter electrode having an excellent catalyst feature, an excellent electrical feature and excellent bonding power to a substrate to obtain longtime stability and be manufactured at low temperatures so as to applicable to a flexible substrate like plastic and fiber. Graphene/PEDOT instead of a platinum catalyst, used in a dye-sensitized counter electrode, is manufactured by using electrostatic spray deposition in the counter electrode.
