A method for realizing a security system based on file management and data encryption, and a security system based on file management and data encryption are disclosed. The method for realizing a security system based on file management and data encryption comprises the following steps: a security system management server receives a file and security information on the file from a security client; the security system management server converts the file into a security target file based on the security information; and the security system management server transmits the security target file to the security client.
