The present invention relates to a steel coating material composition with improved functionality for protecting the surface of a steel structure, and a method of protecting the surface of the steel structure using the steel coating material composition. The steel coating material composition of the present invention comprises 2 to 55 wt% of a modification filler and 45 to 98 wt% of a performance modifying admixture. The modification filler includes: 5 to 85 wt% of calcium carbonate; 1 to 25 wt% of bauxite; 0.1 to 20 wt% of sodium carbonate; 0.1 to 20 wt% of aluminum nitride; 0.01 to 10 wt% of zinc oxide; 0.01 to 10 wt% of magnesium oxide; and 0.01 to 10 wt% of calcium silicate based on the weight of the modification filler. The steel coating material composition according to the present invention can be prevented from being easily exfoliated from a base surface or easily cracked on a coated surface by having excellent adhesive power with respect to the steel structure, improves durability by having excellent bending resistance and impact resistance, and increases durability by blocking corrosion, ultraviolet rays and other deterioration factors of the steel structure.
