The present invention provides a cosmetic composition for moisturizing comprising extracts of Rehmannia glutinosa, Astragalus propinquus, Angelica gigas, and Scutellaria baicalensis as active ingredients. The cosmetic composition for moisturizing according to the present invention comprises extracts of Rehmannia glutinosa, Astragalus propinquus, Angelica gigas, and Scutellaria baicalensis as active ingredients, so that when applied to skin, gene expression of hyaluronic acid synthase is increased, and the production of hyaluronic acid is promoted to reduce skin pulling, roughness, lack of elasticity and the like, thereby being effectively used for moisturizing the skin.
