The present invention relates to an apparatus to generate a map-based task using crowd sourcing and a method thereof. According to the present invention, the apparatus to generate a map-based task using crowd sourcing comprises: a task generation unit which generates a map-type task map with a plurality of task performance points as of one or more among a geographic position and a point of interest (POI) based on a request from a task generator; a task allocation unit which allocates one or more a report task and a sensing task based on participant situation information for each task participant participating in the task map to generate a sub task map; a task integration unit which integrates sub report maps corresponding to a performance result of the sub task map of the task participants to generate a report map; a task analysis unit which performs space-time analysis calculation on the report map to generate an analysis map; and a task publishing unit which generates a refined story map by using a storytelling technique based on the analysis map. The present invention is to generate a task intuitively and conveniently through a crowd sourcing service based on position.
