An improvement measure recommendation device for storing, in a storage device, work performance information and correspondence information in which measures and measure viewpoints are correlated. The work performance information is information in which the cause of variation that indicates a worker attribute, a working time slot attribute, a commodity attribute and a location attribute is associated with the performance data of work that indicates, for each order, a worker, a commodity, a working time slot and a work location in a warehouse. A processor for calculating, on the basis of the work performance information, a primary unit, for each work element constituting warehouse work, that includes at least one of a work frequency, a work amount, and a unit time, with regard to each division of the cause of variation; extracting a specific combination in which work losses occur from a set of combinations of the work element, the primary unit and the cause of variation on the basis of the calculation result of the same cause of variation calculated in different divisions; specifying a specific measure viewpoint on the basis of the specific combination; referring to correspondence information; and determining a measure that corresponds to the specific measure viewpoint.
