A catalytic material for catalytically activating persulfate and degrading typical pollutants in papermaking wastewater in a targeted mode, and a synthetic method therefor and an application thereof. By using MIL-88A as a precursor, preparing MIL-88A@MIP using a molecular imprinting method, and using MIL-88A@MIP as a catalyst, and according to the characteristics that a metal organic framework is high in active site and high in catalytic activity, persulfate is catalytically activated at normal temperature to generate sulfate radical anions, and degradation-resistant pollutants, i.e., phthalate esters, in the papermaking wastewater are selectively degraded. The catalyst is easy to recycle and can be recycled multiple times. The method is appropriate for treatment of various kinds of organic wastewater, especially has a good effect on removing the degradation-resistant pollutants, i.e., phthalate esters, in the papermaking wastewater.
