A robot-based city elevator management method and system. When a high-rise building in a city has an elevator failure, an elevator management system in the city sends to a robot monitoring platform, by means of an Internet of Things, position information and a building name of said high-rise building, and the robot monitoring platform computes a linear distance between position information of each of monitored robots and the position information of said high-rise building having a failure. If it is determined that there is a target robot having a linear distance to the position information of said high-rise building less than a first specified threshold, elevator failure alarm information including the position information and building name of said high-rise building is sent to the target robot by means of the Internet of Things. Financial management is performed on a financial management account corresponding to a corresponding user identifier of the target robot, thus providing an incentive for the target robot to participate in an elevator failure alarm activity. The system and method enable an elevator failure of a high-rise building to be recognized in a timely manner, and also provide an incentive to a target robot to participate in a failure alarm activity.
