A binding material with a nanoscale modification for treating contaminated river or lake sediment, comprising: a pre-binding material, a hemihydrate CaSO4 and a nano-silicon dioxide. The pre-binding material comprises the following raw material components provided in the respective mass percentages as a part of the total mass of the pre-binding material: 37.0-45.3% of an activated SiO2; 14.6-25.5% of an activated Al2O3; 12.5-21.8% of an activated CaO; 6.8-17.5% of an activated Fe2O3; 0‑2% of an activated TiO2; 1.5-2.5% of an activated Na2O; and 1-2% of an activated MgO.
