PROBLEM TO BE SOLVED: To afford an incentive to use a traffic system to users of commercial facilities annexed to the traffic system so as to attract customers to the commercial facilities.SOLUTION: Commercial facilities such as retailer stores are provided in station yards of a railroad system. If a user gets on a train with an IC card at a certain station, an entry station ID is recorded in the IC card as log information. A terminal of each store in the station yards of the other stations holds discount-target station IDs and a store-located station ID. If the entry station ID matches one of the discount-target station IDs, a purchase amount and the store-located station ID are cumulatively recorded in the log information. If the user returns to the entry station without stopover, the entry station ID and the store-located station ID are checked at a time of exit processing. If an exit station of the user is the entry station and the store-located station ID matches one of the discount-target stations ID, it is determined that the user uses an excursion ticket for using designated stores and fare discount processing is performed.
