PROBLEM TO BE SOLVED: To provide an internal insulation structure for collective housing and an insulation renovation method for the collective housing in which a construction period is short and also waste materials are hardly generated, and furthermore, the construction can be executed precisely and reliably.SOLUTION: An internal insulation structure for collective housing is characterized in that a thermal insulation panel 100 for insulation renovation formed by sticking and integrating a phenolic foam thermal insulation material 20 on the back side of a plaster board 10 is stacked over an existing wall 200 with the plaster board 10 side as the indoor side without removing the existing wall 200 constructed to a lathing 1 comprising concrete in the collective housing, and is stuck through adhesives S applied on the existing wall 200 side or the phenolic foam thermal insulation material 20 side, and thereby constructed from the indoor side, and furthermore a concrete screw V is driven from the indoor side to the thermal insulation panel 100 for insulation renovation.
