PROBLEM TO BE SOLVED: To precisely determine the presence of degradation in a power cable in an extremely short time without involving increase of cost.SOLUTION: The presence of degradation in a power cable is determined in a manner that a first pulse voltage is applied to a CV cable 6 to store electric charges, electric charges stored by grounding are released, a second pulse voltage is applied, initial residual electric charges of residual electric charges stored in a degraded site are discharged to measure a second current value, a reference pulse voltage is applied, a reference current value is measured, and the presence of degradation is determined based on the length of time when the difference between the second current value and the reference current value generates.SELECTED DRAWING: Figure 2
