PROBLEM TO BE SOLVED: To provide a load distribution control apparatus which suppresses wastefulness occurring in processing to improve performance even when a system is constructed by using high-versatility components.;SOLUTION: In a load distribution control apparatus, when performing a concurrent processing by use of a plurality of information processing devices, processing wait time Tw3[y] of information packet or the like in input of each information processing device is estimated based on an arrival time ta of each information packet or the like and the number of processing queues on each buffer to determine an information processing device that can process the packet at the earliest possible timing among the information processing devices as a distribution destination. Thereby, an idle state of the information processing device is prevented so that waste in processing is reduced to prevent deterioration of performance. The distribution destination is grouped by class of information packets or the like. Load fluctuation is detected by service class so as to dynamically change the number of the information processing devices assigned to each group.
