PROBLEM TO BE SOLVED: To notify a user having high possibility to use privilege of privilege.SOLUTION: A point management server 4 comprises: an attribute information storage unit 42 which stores a user ID for identifying a user of a user terminal 12 in association with attribute information showing an attribute of the user; a first notification unit 472 which notifies user terminals 12 corresponding to some user IDs among a plurality of user IDs stored in the attribute information storage unit 42 and meeting a predetermined condition, of privilege information; a declaration acquisition unit 473 which acquires declaration information on which the use of privilege based on the privilege information is declared, from at least any one of the user terminals 12 which the privilege information is notified; a tendency specification unit 476 which specifies tendency of the attribute information of the user of the user terminal 12 corresponding to the acquired declaration information; and a second notification unit 477 which notifies a user terminal 12 of a user of attribute information corresponding to the specified tendency among a plurality of users corresponding to the user IDs meeting the predetermined condition, of the privilege information.SELECTED DRAWING: Figure 11
