PROBLEM TO BE SOLVED: To improve reliability by surely confirming a call incoming/response state of call origination.SOLUTION: An emergency call device 1 comprises: storage means 11 for storing information on a call destination to which call origination is performed; confirmation request means 12 for requesting a server 4 to confirm a call incoming/response state; response reception means 13 for receiving a response to the request, from the server 4; determination means 14 for determining the call incoming/response state on the basis of a result of the reception; and call origination means 15 for performing call origination to a next call destination on the basis of the information in the storage means 11, when the call incoming/response state is abnormal. The server 4 comprises: identification means 42 for identifying an emergency call device 1 which has performed an emergency call; response detection means 43 for detecting a response by an operator telephone set 3; management means 44 for managing a call incoming/response state on the basis of information obtained by the identification means 42 and response detection means 43; confirmation means 45 for confirming the call incoming/response state in response to a request; and notification means 46 for notifying the emergency call device 1 of a result of the confirmation.
