The purpose of the present invention is to provide a development progress management device or development progress management method whereby it is possible to minimize failure to trace requirements in software development. The development progress management device according to the present invention is provided with: a request acquisition unit which acquires a request relating to software to be developed; and a process transition validity determination unit which acquires, if possible, traceability matrices, each indicating an association relationship between the products of two sequential development processes of a plurality of sequential development processes for executing the request, and determines the validity of transition from one development process to the next on the basis of the acquired traceability matrices. These traceability matrices include first traceability matrices relating to inherent functional requirements, and second traceability matrices that have a lower granularity than the first traceability matrices and that relate to functional requirements for safety. The conditions used by the process transition validity determination unit 32 to determine the validity of transition from a current process to the next process in accordance with a functional safety request include acquisition, by the process transition validity determination unit 32, of a first traceability matrix and a second traceability matrix for the current process.
