PROBLEM TO BE SOLVED: To provide hot rolled sheet for nonoriented electromagnetic steel sheet using high Si-Al steel as a raw material and capable of suppressing brittleness fracture during cold rolling, method capable of easily providing a nonoriented electromagnetic steel sheet excellent in high frequency iron loss by using the hot rolled sheet and a nonoriented electromagnetic steel sheet excellent in punchability.SOLUTION: There is provided a nonoriented electromagnetic steel sheet consisting of a steel composition containing C:0.01% or less, Si:2.0 to 7.0%, Al:0.3 to 10.0%, Mn:0.2 to 2.0%, P:0.1% or less, S:0.005% or less and one or two kind of Ni:0.1 to 5% and Cu:0.1 to 3% and a size of DOregulated cluster existing in a heat rolled sheet for nonoriented electromagnetic steel sheet and/or the nonoriented electromagnetic steel sheet of 100 nm or less. These steel sheet are manufactured by holding at a temperature range of over 600°C and 700°C or less for 10 seconds and then cooling to 600°C or less at a cooling speed of 60°C/sec or more in a cooling process of hot rolled firing after hot rolling and/or a cooling process of finishing firing after cold rolling.
