PROBLEM TO BE SOLVED: To make it easier to detect a cyber terrorism that focuses on program vulnerabilities.;SOLUTION: A monitoring unit of a cyber terrorism detection device includes an accepting unit that accepts, if a vulnerability countermeasure processing provided in a program is executed, a notification containing identifiers of the countermeasure and a determination unit for determining whether a cyber terrorism is present or absent based on the identifiers included in the accepted notification. The determination unit determines the presence or absence of the cyber terrorism based on a combination of the identifiers.
