PROBLEM TO BE SOLVED: To provide a patent value evaluation device and a patent value evaluation method which eliminate an arbitrary patent value evaluation as much as possible and enabling the evaluation to be enhanced in objectivity and rationality.;SOLUTION: When a content of an evaluation item is defined as a random variable Xab (the b-th evaluation item on the a-th patent) with a plurality of patents to be the target of a patent value evaluation as a population and with the published information such as an official bulletin on each patent belonging to this population as an evaluation item, this random variable Xab is continuously calculated on each patent so that m is defined as a differential parameter set to match a property of the technical field of the population, and Yab=log(Xabm) is calculated, and the random variable Yab is converted into a reference value so that an average value E(Yb) and a dispersion V(Yb) of Yab with respect to each evaluation item become 0 and 1 respectively, and the evaluation item is optimized so that an evaluation item reference value total Σ (all evaluation items)Y follows the normal distribution, thereby calculating a patent reference value and/or a patent force deviation value.;SELECTED DRAWING: Figure 1;COPYRIGHT: (C)2018,JPO&INPIT
