PROBLEM TO BE SOLVED: To output flooding state information based upon observation values of flooding depth at a relatively small number of points.;SOLUTION: A flooding state estimation system includes: a storage part which stores flooding water depth information representing relation between a distance from a reference point in an object area and past actual result data on flooding water depth, the flooding water depth information being associated with an object azimuth around the reference point; an observation value acquisition part which acquires an observation value of a flooding water depth of one rainfall event, the observation value of the flooding water depth being acquired at one observation point in the object area; and a flooding state output part which outputs flooding state information within the object area based upon the flooding water depth information in the storage part and the observation value that the observation value acquisition part acquires, the flooding state information representing a flooding state of the one rainfall event.;SELECTED DRAWING: Figure 2;COPYRIGHT: (C)2018,JPO&INPIT
