PROBLEM TO BE SOLVED: To provide a bias error estimation device for a system that does not require a centralized management mechanism when estimating the bias errors of a plurality of sensors of a target observation network.SOLUTION: The bias error estimation device of an embodiment sums weighted target state values of a global coordinate system where bias errors at a time of day tof a sensor the error of which is to be estimated and other sensors than that taken into account, and calculates the interaction value of a global coordinate system at a time of day tof the sensor; calculates the bias error at a time of day tof the sensor on the basis of the target state value of a global coordinate system at a time of day tand interaction value of a global coordinate system at a time of day tof the sensor; and calculates the target state value of a global coordinate system, where the bias error at a time of day tof the observation target of the sensor the error of which is to be estimated is taken into account, on the basis of the target state value of a global coordinate system at a time of day tof the sensor and the initial value of bias error that is preset for each sensor or the bias error at a time of day tof the sensor.SELECTED DRAWING: Figure 2
