An electric power converter for mounting on a high power density rack for DC / DC or DC / AC conversion, comprising: a housing (10) constructed in accordance with the dimensions of the rack, the housing (10) being connected to the front side thereof a plurality of air inlet openings (111) are provided and formed on the rear side thereof with a plurality of ventilation openings (121), and wherein a bottom plate (13) below the housing (10) is formed; a ventilation unit (20) formed on one side of the housing (10) so that the external cooling air can be entered into the housing (10) through a plurality of air inlet openings (111) and the heat in the housing (10) through a plurality of vents (121) can be discharged to the outside to allow a bypassing direction of the heat dissipation; a heat sink (30) formed in the casing (10) and having a plurality of cooling fins (31) spaced apart by a predetermined certain distance, each having a longitudinal side and being arranged parallel to each other with the bypassing direction of heat dissipation; a plurality of power elements (40) each provided with a heat dissipation surface (41) and horizontally applied to the heat sink (30) via the heat dissipation surface (41), respectively; and a printed circuit board module (50) which is arranged horizontally above the heat sink (30) and in fact electrically conductively connected to a plurality of power elements (40); characterized in that the heat generated by the operation of the electrical power converter from a plurality of power elements (40) is transmitted via a short cut to the cooling fins (31) of the heat sink (30) and that the external cooling air passes through the ventilation unit (20) the air inlet openings (111) can be introduced into the housing (10) via the cooling fins (31) of the heat sink (30) to flow the generating heat through the ventilation openings (121) of the housing (10).
