The present invention relates to a system and a method to survey three-dimensional underwater topographic information using a plurality of GPS receivers and an echo sounder. According to the present invention, the system to survey a three-dimensional underwater topographic information comprises: a GPS observation unit which acquires satellite signal observation data through a plurality of mobile station GPS receivers installed in a plurality of reference station GPS receivers and a surveying ship; a water depth observation unit which measures a sonic round trip propagation time through the echo sounder to determine a measurement/water depth; and a data processing unit which estimates an antenna coordinate of the mobile station GPS receivers and a posture angle of the surveying ship by using the acquired satellite signal observation data, converts the determined measurement/water depth into a vertical directional water depth by using the estimated posture angle of the surveying ship, and calculates a three-dimensional coordinate of an underwater earth surface by calculating a plane orthogonal coordinate and an orthometric height of a reference point of the echo sounder, using the antenna coordinate of the mobile station GPS receivers and a body frame and a rotation matrix of the echo sounder.
