The present invention relates to a rotating surveillance camera system having a step-out detection function using sound source and a method for detecting step-out by using sound source, which monitor whether physical step-out attributable to an external environment, such as wind, or artificial force occurs in a stepping motor included in a rotating surveillance camera system and notify information related to the monitoring. The rotating surveillance camera system having a step-out detection function using sound source comprises: a storage unit (110) in which reference values of sound generated by a stepping motor (150) and a surrounding structure during normal operation of the stepping motor (150) have been stored; a sound input unit (120) which collects a sound signal generated when the stepping motor (150) operates, converts the sound signal into a comparison value, and outputs the comparison value; a controller (130) which receives the comparison value from the sound input unit (120), determines whether a step-out phenomenon occurs in the stepping motor by comparing the comparison value with the reference values stored in the storage unit (110), generates a step-out phenomenon occurrence notification message when it is determined that the step-out phenomenon occurs in the stepping motor (150), and controls the step-out phenomenon occurrence notification message to be transmitted to a predetermined remote destination; and a communication unit (170) which transmits the step-out phenomenon occurrence notification message in response to the control of the controller (130). Accordingly, provided is an effect of accurately determining the current state of the rotating surveillance camera system.
