Disclosed is a system to manage fluctuation of a bidding cost of an offshore construction, capable of systematically analyzing modified details, modified items, and the like, and performing a record maintenance work through a template made by a spreadsheet. According to one embodiment of the present invention, the system to manage fluctuation of a bidding cost of an offshore construction by linking with an enterprise resource planning (ERP) system comprises: a template management unit to generate and manage a cost fluctuation template based on a spreadsheet exported with respect to cost details collected in the ERP system; a matching unit using the cost fluctuation template corrected and aggregated by a manager terminal of each function for estimation activity to compare a total fluctuation of aggregated information with a total fluctuation recorded in the ERP system; and a cost fluctuation determination unit determining the cost fluctuation to reflect the same to the ERP system when both the total fluctuations are matched with each other based on a comparison result, and ordering the manager terminal of each function to correct the cost fluctuation template again if not.
