The present invention relates to a method for manufacturing ultra-high performance concrete by using a UHPC premix cement composition capable of manufacturing the ultra-high performance concrete by smoothly mixing the UHPC premix cement composition without additionally inputting water or a water reducing agent after storing the UHPC premix cement composition including cement and silica fume for a long time. The present invention relates to the method for manufacturing the ultra-high performance concrete by using the UHPC premix cement composition capable of manufacturing the ultra-high performance concrete by mixing the water and a high performance water reducing agent, which are liquid materials by a mix design, in the UHPC premix cement composition which is generated by mixing the cement, the silica fume, and a filling agent in advance. The method for manufacturing the ultra-high performance concrete by using the UHPC premix cement composition comprises: (a) step of dividing the UHPC premix cement composition into a first composition and a second composition; (b) step of inputting the first composition and the liquid materials by the mix design in a mixer, firstly mixing the same, and inducing first bunching and loosening; (c) step of inputting the second composition in the mixer, secondly mixing the same, and inducing second bunching and loosening; and (d) step of mixing a loosened composition at a high speed, liquefying the same, and securing high liquidity.
