The present invention comprises: a mobile terminal which connects, processes, and transmits location data for location measurement outdoors and indoors; and a three-dimensional geofence server which is connected to the mobile terminal through a communication network, sets a geofence area according to the location data transmitted from the mobile terminal, and performs a geofence service according to a result of determining whether a moving object carrying the mobile terminal is entering or leaving the set geofence area. The mobile terminal sets geofence for a region of interest, sets whether to activate a context-aware service, and receives information on a context-aware target. The three-dimensional geofence server recognizes the situation of a user and an object according to a rule set by an event and situation information provided from the mobile terminal and the object, provides context aware information to the mobile terminal and the object, and manages an execution operation for the object. A time stamp is set to temporarily maintain the geofence service when rule-based context awareness is applied in the geofence service. The geofence service is deactivated by the set time stamp when a predetermined time has elapsed. The mobile terminal determines whether the target is located in one of an outdoor area and an indoor area by using the reception strength of a wireless access point signal in a boundary area between the outdoor area and the indoor area capable of simultaneously collecting GPS data and a MAC address of a wireless access point.
