An apparatus for adsorbing air pollutants in a gas phase to concentrate the air pollutants and a heat recovery-type incinerator for incinerating the concentrated air pollutants according to the present invention comprise: a concentrating device (1) which concentrates air containing volatile organic compounds of low concentration into air containing volatile organic compounds of high concentration; and combustion equipment (2) including gliding arc discharge electrodes (6b) which are disposed in a heat recovery-type structure that allows the air containing volatile organic compounds of high concentration to be introduced into the heat recovery-type structure while swirling the air containing volatile organic compounds of high concentration around combustion chambers (2a, 2c) in order to efficiently burn the air containing volatile organic compounds of high concentration. The heat recovery-type incinerator using swirling flow has been optimized as post-treatment equipment of the concentrating device for concentrating the volatile organic compounds using a zeolite rotor (1d) such that the heat recovery-type incinerator can reduce the consumption of an auxiliary fuel and suppress the generation of nitrogen oxides.
