The present invention relates to a method for modifying the surface of a carbon electrode by applying an electric current, a surface-modified carbon electrode, and an electrochemical capacitor including the surface-modified carbon electrode. The method for modifying the surface of a carbon electrode by applying an electric current comprises the steps of: preparing a carbon electrode; allowing a conductive terminal to contact the carbon electrode; and generating Joules heat by applying an electric current to the conductive terminal to remove an acidic functional group or adsorption water in the carbon electrode. Therefore, provided is an effect of removing the acidic functional group or adsorption water in a carbon pore of the carbon electrode in a short time by the Joules heat generated by directly applying the electric current to the carbon electrode manufactured by including a carbon material.
