The present invention provides a post-welded steel sheet excellent in an endothelial fatigue characteristic in a thickness direction suitable for a welded steel structure such as a pressure vessel, a method for producing the same, and a fillet welded joint using the steel sheet. Concretely, the compression residual stress perpendicular to the plate thickness direction is 100 MPa or more, preferably in the range of 1 to 4 mm in the thickness direction from both sides or one side of the rolled surface of the steel sheet, 0.001 to 0.05% of Ti, 0.001 to 0.05% of Nb, and 0.1% or less of Al, in addition to 0.03 to 0.15% of Si, 1.0 to 2.0% of Si and 1.0 to 2.0% of Mn, A steel sheet having a composition containing at least one of Cu, Ni, Cr, Mo, V, W, Zr, Ca and B, a method for producing the same, and a fillet welded joint using the steel sheet.
