The present invention relates to a fiber-strengthened or fiber-reinforced quasi-noncombustible panel, and a method for improving functions of a structure and repairing, and strengthening the structure including concrete by using the same. A fiber-reinforced noncombustible panel is produced by adding compositions such as a flame-retardant agent, a carbonizing agent, a foaming agent, an acid catalyst agent, a flame-retardant filler, an antifoaming agent, and a dispersing agent in a resin which is a composite material, by coating a dipped liquid on a fiber for reinforcement, and by compressing and molding the fiber by using a press having predetermined pressure. The fiber-reinforced noncombustible panel is attached to a repairing and strengthening part of armored concrete or general concrete such as a beam, a pillar, and a slab of a bridge, a retaining wall, a tunnel, and a building to ensure quasi-noncombustible properties thereof. Also, fiber strengthening is treated, so high strengthening properties can be obtained. Moreover, to remedy problems and weaknesses of an epoxy adhesive feeding layer during a construction process of reinforcing and strengthening a deteriorated concrete structure, a preprocess of attaching and strengthening a fiber-reinforced composite material like a composite reinforced fiber net on an epoxy layer is performed.
