A GIS-based power management system and management method, the method comprising: use a built-in GPS module (11) of a hand-held meter reader (1) to acquire geographical position information of an equipment to be positioned (2) (S1); the hand-held meter reader (1) sends the geographical position information and positioning time data to the equipment to be positioned (2) (S2); a master station system (3) acquires the geographical position information and the positioning time data from the equipment to be positioned (2), allowing positioning of the equipment to be positioned (2) (S3). The equipment to be positioned (2) can record the geographical position information thereof and provide the information to the master station system (3) for use.
