Information Security has become an important issue in data communication. In modern world, internet and network applications are growing fast. So the importance and the value of the exchanged data over the internet or other media types are increasing. Any loss or threat to information can prove to be a huge loss to the organization. Use of Encryption technique is the best solution against the intruder. In the current research work, a new symmetric cryptographic cipher technique, iBLCT: Indian Bi-Lingual Cross Cipher Technique has been proposed. In this technique, the concept of the cross language encryption has been used which plays an important role in data security. Today most of the cipher techniques works with English language but in the proposed iBLCT technique three languages viz, English, Hindi and Punjabi have been used. iBLCT, firstly performs language conversion and secondly it executes the encryption technique sequentially for the Hindi language followed by Punjabi language. To hack the actual plaintext from, the ciphertext by intruder is not an easy task because iBLCT uses diffusion property. So, iBLCT is more reliable and powerful cipher technique. Most of cipher techniques have issues of higher performance and good security feature, but the advantage of iBLCT is that its performance is high and is less vulnerable to network attack. For the sake of completeness and clarity, a broad comparison of iBLCT technique has been carried out with Rail Fence cipher, Caesar cipher and Affine cipher technique on the parameters such as Input text size(in bytes), Program Lines of codes, Execution time(in nano-seconds), Memory used(in mega-bytes) and iBLCT outperforms all of them on these parameters.
