The invention relates to a modular ballast system (10) for supporting objects using a pipe (12), such as pipes of an appropriate size for the required ballast (5). once in place, the empty pipes are filled with an aqueous mixture (14) (slurry) of sand, silt, gravel, earth, cement or another generally available material to generate a greater weight of the ballast. A two-piece retention mechanism (16) provides fixed placement attachment points (18) suitable for attachment by supported structures. The bottom (20) of the retention mechanism (16) is seated under the ballast tubing (12) and is designed to support and disperse the expected weight of objects with minimal impact on the surface beneath it.
