PROBLEM TO BE SOLVED: To provide a resource use control apparatus, a resource use control method, and a resource use control program, capable of restricting the resource use of a spread tenant related to a high loaded tenant.;SOLUTION: A data access control apparatus 100 refers to a use history management table 196 to calculate a processing interval for each tenant. The data access control apparatus 100 refers to a behavioral condition management table 102 to select a tenant of which processing interval satisfying the behavioral condition as a loaded tenant. The data access control apparatus 100 obtains from a tenant management table 192 a processing identifier mapped to the loaded tenant, obtains from a model information management table 193 a model type mapped to the processing identifier obtained, and selects the tenant mapped to the model type obtained as a spread tenant.
