PROBLEM TO BE SOLVED: To provide a manufacturing method and a manufacturing apparatus for a recycle short-fiber material which are useful for the prevention of cracks generated after performing a mortar spray concrete construction method or greening spray construction method for slope protection, and a mortar concrete and a seeding and planting base containing the recycle short-fiber material.SOLUTION: A method for manufacturing a recycle short-fiber material includes: a first step for bundling residual yarns which are long-fibers pulled out from a plurality of paper tubes for thread winding and winding the bundled residual yarns onto a bobbin; a second step for cutting by a cutting device the residual yarn bundle wound onto the bobbin in the first step in a predetermined length after sequentially drawing the residual yarn bundle; and furthermore, between the first and second steps, a step for winding the residual yarn bundle wound onto the bobbin in the first step onto another bobbin. The recycle short-fiber material manufactured by the method is contained in a mortar concrete or a seeding and planting base.
